The authorities in New Caledonia, a semiautonomous French territory in the South Pacific, put a curfew in place on Tuesday and banned all public gatherings after protests against a proposed constitutional change turned violent overnight. France’s High Commission of the Republic in New Caledonia announced on Tuesday that a “massive mobilization” of security and defense forces has been sent to quell the protests. In addition, a curfew was imposed in the capital, Noumea, for Tuesday night, and all public gatherings were banned along with the sale of alcohol and the transportation of weapons, the High Commission said. The latest protests started on Monday, before a scheduled Tuesday vote in the French Parliament on a change to New Caledonia’s Constitution that would expand French citizens’ eligibility to vote in provincial elections. Some pro-independence activists in the territory fear the amendment would water down their movement.

CNN —Human rights groups are calling for the release of a Saudi woman, who they say has been sentenced to 11 years in prison for supporting women’s rights and for the way she dressed. Manahel al-Otaibi, a 29-year-old fitness instructor and women’s rights activist, was sentenced during a “secret hearing” before the kingdom’s Specialized Criminal Court on January 9, 2024, Amnesty International and the London-based Saudi rights organization ALQST said in a joint statement Tuesday. Saudi Arabia’s authorities “must immediately and unconditionally” release Manahel al-Otaibi, as the decision to imprison her “directly contradicts the authorities’ narrative of reform and women’s empowerment,” Amnesty and ALQST said. “Manahel’s conviction and 11-year sentence is an appalling and cruel injustice,” said Bissan Fakih, Amnesty International’s Campaigner on Saudi Arabia. CNN —A 64-year-old British man is receiving “critical care” after he was attacked by a shark 10 meters from the shore in Scarborough, Trinidad and Tobago. According to Farley Chavez Augustine, the Chief Secretary of Tobago, the man was attacked on Friday morning local time by what appeared to be a bull shark. CNN —The UN human rights office described sexual violence in Haiti as “severely underreported and largely unpunished” in a harrowing report released Thursday that documented cases of rape and forced sexual relations with gang members, as well surging levels of gang violence in the country. CNN —Human trafficking-fueled fraud is exploding in Southeast Asia with organized crime rings raking in close to $3 trillion in illicit revenue annually, the head of Interpol has said in comments that reveal the huge profits being earned by cartels. One international organized crime group makes $50 billion a year, according to Interpol secretary-general Jurgen Stock, adding that $2 trillion to $3 trillion of illicit money flows through the global financial system annually. While drug trafficking contributes around 40% to 70% of organized crime income, criminal groups are also using those smuggling networks to illegally move humans, arms and stolen products among other things, Stock said. Criminal enterprises also exist in Laos, Thailand and the Philippines, with many of the lucrative online scam operations ranging from illegal gambling, to love scams and crypto fraud. Beijing has pressed Myanmar’s military government to rein in the scam operations, but with limited success.

The U.S. Biden administration said last month the settlements were "inconsistent" with international law after Israel announced new housing plans in the occupied West Bank. It cited a report by the Independent International Fact-Finding Mission on the Islamic Republic of Iran, a task force set up by the UN Human Rights Council to look at claims of deteriorating human rights conditions in Iran. She became the face of women calling for greater rights and freedoms curtailed since the 1979 Islamic Revolution. Protests erupted across Iran again in September last year on the first anniversary of her death. CNN —The US has called for “urgent” movement toward a political transition in Haiti, as gangs run amok in the nation’s capital and opposition groups demand Prime Minister Ariel Henry’s resignation. Henry landed in Puerto Rico on Tuesday after days of speculation about his whereabouts. CNN —Israeli civilians suffered “brutal sexual assaults” that were carried out “systematically and deliberately” during Hamas’ October 7 attacks, according to a report published by the Association of Rape Crisis Centers in Israel (ARCCI) on Wednesday. When most of the victims of sexual assaults are murdered, we have a moral and humanitarian obligation to amplify their silent cry,” the report said. According to evidence collected by the ARCCI, men, women, and children were all victims of gruesome sexual abuse on October 7. It is the only organization in Israel whose main aim is to combat sexual violence, according to its website. The allegations include extrajudicial killing, arbitrary detention, degrading treatment, rape and sexual violence, according to a statement by the Office of the UN High Commissioner for Human Rights.
